E. Harvie was born on Tuesday, 4 August 1885, the second and younger son of Joseph and Selina Thompson.

He attained Bachelor of Arts, Bachelor of Learned Law from the University of Sydney, and was a Barrister in Tasmania.

He Endowed a scholarship to support students entering the Tasmanian School of Business and Economics or the Faculty of Law.
